Institutional capital ignores the noise

When evaluating the Israeli market, foreign institutional investors are unsentimental. The companies that reached the Atlas Award finals operate in sectors where the global appetite for innovation far outpaces supply - Healthcare, AI, and Cyber.

An Israeli firm like okoora, taking the top prize in FinTech, attracts capital because it provides a scalable solution to global financial inefficiencies. This rapid scaling was further highlighted by an Atlas panel featuring past award winners, including Moovit's Nir Bezalel, UVEYE’s Ohad Hever, Augury’s Gal Shaul, and Matteo Shapira of the pre-IPO aerospace firm XTEND, demonstrating how quickly these startups transition from local innovators to global unicorns with portability for their system assets.

European and American venture capital and private equity funds continue to deploy billions into Tel Aviv because the Return on Equity (ROE) generated by Israeli intellectual property is increasingly difficult to replicate in stagnant Western markets. Europe, in particular, is suffering from an innovation deficit, having failed to produce a comparable roster of Tier-1 tech giants.

Consequently, foreign direct investment (FDI) into Israel is not an act of charity or political solidarity. Investors are happily exchanging short-term geopolitical headlines for long-term technological dominance. Awards like this one serve as an indicator for the pipeline of disruptive, investable Israeli assets.

Talent flywheels and growing organs in space to cure cancer

A hyper-growth economy such as this one requires a relentless supply of human capital. The Atlas Juniors program takes high school students from Israel’s southern periphery and integrates them into the R&D teams of leading startups.

Without strict rate pass-through mandates, state-backed funds operate merely as a shield for bank balance sheets rather than genuine liquidity for a captive SME sector.

Financial Services

Israel Credit Cards (Cal) reported mixed Q1 2026 results. While total revenues grew 7% to ₪809 million and transaction volume rose 8% to ₪53 billion, net profit plummeted 19.6% YoY to ₪78 million. Non-bank real estate lender Menif Financial Services (TASE:MNIF) posted strong Q1 2026 results, with net profit rising 20.3% YoY to ₪50.4 million. Total revenues grew 4% to ₪126.9 million, and the firm declared a ₪28 million dividend. The Bank of Israel reported a record surge in foreign exchange reserves, which reached $235.745 billion in April - a $6.3 billion monthly increase. Nvidia’s willingness to commit to a 2028 delivery horizon, and its demand for staggered, mid-construction occupancy, demonstrates an enduring demand for Tier-1 R&D space that looks past near-term geopolitical noise to secure long-term yield. Concurrently, Jan Koum’s $200 million capital injection functions as a vital proxy for Foreign Direct Investment. By privately financing a 150,000-square-meter civic asset, Koum is effectively subsidizing the state’s healthcare infrastructure, removing a massive CapEx burden from the sovereign balance sheet and generating immediate macroeconomic velocity.

Conversely, the ultra-luxury residential market, a highly illiquid tier historically supported by concentrated offshore wealth, is facing notable price discovery challenges. The cause is trade policy. Israeli consumers are not weak, irrational, or complicit in their own extortion. They are choosing rationally from the options in front of them, and those options have been deliberately narrowed by decades of import protection, regulatory layering, and kashrut compliance economics that keep credible foreign competition out of Israeli supermarkets and banking halls.

The supermarket aisle war that was lost in 2022

Shufersal’s playbook is straightforward. Refuse Tnuva orders, point at the empty shelf, blame the supplier, sell more private label. The retailer ran this exact sequence in 2022 and lost. Shoppers did not switch to Shufersal’s house brand - instead, they drove to Rami Levy, Yochananof, or Victory, picked up the Tnuva cottage cheese and yogurts they wanted, and went home. Tnuva revenue absorbed the disruption with minimal damage, and Shufersal quietly resumed orders a few months later.

Nothing material has changed since then. Tnuva still owns the brand recognition, still controls the country’s largest dairy supply chain, and still has zero reason to fear a single-retailer freeze. The competing supermarket chains that benefit when Shufersal posts empty shelves are happy to keep stocking Tnuva at full margin.

And the reason Tnuva can shrug off retailer pressure is that no foreign dairy brand sits on the shelf next to it as a real alternative. Israeli import quotas, tariff structures, and kashrut compliance costs make European and American dairy uneconomic at scale. Tnuva competes against Strauss, and a handful of smaller domestic players, all operating inside the same protected envelope and pricing accordingly.

The Bank of Israel vs. the Competition Authority

The Competition Authority’s Concentration Group designation last week covered Hapoalim (TASE:POLI), Leumi (TASE:LUMI), Mizrahi-Tefahot (TASE:MZTF), Discount (TASE:DSCT), and First International (TASE:FIBI). Authority Commissioner Michal Cohen’s audit found that the five Israeli entities control 98% of system assets, and that retail depositors absorbed roughly ₪20 billion in foregone interest between 2022 and 2024 because rate hikes flowed instantly to borrowers but sluggishly to savers.

The proposed remedies include deposit portability and interest rate parity rules, both reasonable on paper. The Bank of Israel’s response was to publicly attack the designation as disproportionate and economically unfounded. That reaction is itself the most useful data point in the story. The central bank is openly defending the structural arrangement that produced the ₪20 billion gap, which reveals how protected the current setup is.

Portability and parity rules will help at the margin. They will not produce real competitive pressure, because the same border conditions that protect Tnuva also protect the banks. Foreign retail banks face capital controls, licensing friction, and a regulatory environment built around five domestic incumbents. A depositor with full portability rights still has only five places to put the money.

If the Bank of Israel successfully blocks these mandates, the Competition Authority’s historic declaration will be reduced to mere optics.

The fix lives at the border

Both sectors share one feature. Domestic incumbents extract rent because foreign competition has been kept out by policy choice, not by market dynamics. Israeli consumers are not anchored to Tnuva yogurt or Hapoalim deposits out of habit. They are anchored because the policy environment has eliminated meaningful alternatives.

The fix here is trade policy, not retail theater or regulatory designation. Cut tariffs on dairy and consumer staples to the levels seen in comparable OECD economies. Streamline kashrut certification pathways for foreign producers willing to meet the standard rather than treating compliance as a soft trade barrier. Open the retail banking license process to foreign entrants on terms that do not require a local consortium partner. Let Lidl, Aldi, and Carrefour open stores without zoning and licensing drag.

The day a shopper in Tel Aviv can buy decent French butter at half the price of equivalent Tnuva product, cartel pricing power in dairy evaporates without any boycott required. When a government attempts to manage a kinetic war zone using the tools of a central bank, the results are rarely economic. They are entirely optical. By treating citizens facing existential risk as rational actors optimizing for yield, the state is inadvertently levying a regressive silent tax on captive populations.

This is not the first time Jerusalem has opted for optical statecraft over structural repair. One only needs to look back at the universal ‘helicopter money’ dispersed during the 2020 COVID-19 lockdowns, untargeted ₪750 cash dumps that inflated the national deficit while failing to save bankrupt SMEs. But while throwing un-targeted cash at a pandemic creates inflation, throwing it at a kinetic war zone creates a far more dangerous illusion.

The illusion of the rational actor

This week, Israel launched a sweeping ₪74 million shekel demographic experiment. The state deployed a ₪44 million stimulus ‘North Plus’ digital wallet program alongside a ₪30 million fund offering relocation cash to military reservists. The macroeconomic modeling behind this intervention was not published by any senior economists, and the intended outcome of this capital injection is not fully clear.

Is the Treasury attempting to engineer a genuine regional recovery? Is it simply subsidizing survival? Is the goal to anchor a battered population? To quietly bail out the failing enterprises around them?

Here, the mechanics of the policy are telling. The government is utilizing complex fiscal architecture to incentivize a demographic it fundamentally misunderstands, making any structural objective harder to achieve.

The price of safety and the frozen market

To expose why this macroeconomic tool will face challenges in creating positive effects. one must ask a fundamental behavioral question. What is the macroeconomic clearing price for human safety? This policy is working on the assumption that a one-time grant of ₪24,000 to a reservist family relocating north, or a pre-paid digital wallet to northern residents, can convince a family to live under kinetic fire.

We have seen this behavioral miscalculation fail on the southern border in the past. In early 2024, the state attempted to empty expensive evacuee hotels by offering ‘Return Grants,’ daily cash stipends to Gaza Envelope residents if they agreed to go home. The backlash was immediate. Residents argued that without rebuilt schools and absolute security, the cash was a bribe, not a solution. The state treated existential dread as a simple pricing mismatch, and the policy collapsed.

For the average citizen, no financial risk premium can adequately compensate for existential danger. The state is therefore not engineering a demographic shift. It is simply subsidizing two groups who would likely be there regardless - those with zero economic alternatives and those driven by profound ideological conviction. A retail cash injection solves the structural problem for neither. Both the financially vulnerable and the ideological pioneer ultimately require massive state investments in physical security and resilient infrastructure, neither of which can be purchased with a consumer subsidy.

Compounding this behavioral miscalculation is a complete disregard for the physical reality of the northern economy. The entire region is currently trapped in a state of suspended animation. Normal commerce has effectively ceased. Local businesses are operating on skeleton crews, supply lines are fractured, and consumer demand is paralyzed by daily uncertainty.

In classical macroeconomics, a cash stimulus is deployed to increase the velocity of money and spark a cycle of consumption. But you cannot stimulate a market that is physically constrained by warfare.

Pumping consumer liquidity into an environment where the primary barrier to growth is physical danger, rather than capital scarcity, fundamentally misunderstands how markets operate under extreme stress. When an economy is in a physical holding pattern, businesses cannot simply scale up operations to absorb new demand. Instead, the injected capital behaves erratically, ensuring the policy outcome falls entirely flat.

The geography of a silent tax

To understand why this stimulus is acting as a leaky bucket rather than an economic engine, we must ruthlessly dissect the ‘North Plus’ program. By distributing up to ₪2,500 per family via a digital credit card application strictly geo-fenced to a two-kilometer radius of the border, the political echelon claims it is engineering a localized money multiplier effect. The pitch is simple. Keep the cash in the community.

In reality, the state has engineered a spatial monopoly that functions as a regressive tax.

Israeli economic history is littered with these leaky buckets. Consider Yair Lapid’s ill-fated 2014 plan to eliminate the 17% VAT on new apartments. Because the housing market was physically constrained by a lack of land and slow permitting, subsidizing demand wouldn't have helped young couples; it would have simply allowed developers to raise prices, absorbing the state subsidy. The ‘North Plus’ program commits a similar macroeconomic sin, so to speak.

By hard-coding these funds to a devastated conflict zone, the state artificially traps consumer capital inside an environment where supply chains are shattered. Northern enterprises, facing exorbitant wartime insurance costs, logistical friction, and severe labor shortages, are forced to operate with deeply inflated pricing simply to survive.

By mandating that the northern resident spend their ₪2,500 stimulus inside this hyper-inefficient micro-economy, the state is intentionally destroying their purchasing power. Just as the 0% VAT would have enriched developers, the North Plus wallet reduces the resident to a pass-through mechanism. The resident is not necessarily the actual beneficiary of this stimulus. The government is quietly executing a bailout of northern businesses on the backs of the captive northern consumer, utilizing a digital wallet to mask a structural failure.

They stay because the equity gap required to leave is insurmountable

This apparent misunderstanding of labor mobility and capital flows extends directly to the ₪24,000 relocation grants. The Treasury models this cash as a behavioral incentive, assuming that at a certain price point, labor and capital will clear the market. But the residents remaining in the North are not exercising a free-market choice. They are trapped in a localized balance sheet recession.

Their primary vehicle for wealth creation, home equity, has a mark-to-market at zero liquidity. A working-class family cannot liquidate a home under Hezbollah fire to finance a move to the Gush Dan region, where real estate yields are breaking historic records. They do not stay in the North because a ₪24,000 grant tipped their risk-reward calculus. They stay because the equity gap required to leave is insurmountable. Their demand for physical security is perfectly inelastic, but their capital is structurally immobilized. Offering a relocation grant to populations trapped by illiquid assets is an exercise in statecraft optics that fails to alter the underlying solvency crisis.

For institutional investors and macroeconomic observers tracking Israel’s risk profile, the central theme of this week’s analysis is clear. Macroeconomic policy has an absolute ceiling. When deployed outside the realm of functioning markets and into the sphere of existential survival, it will not, and cannot, reach its intended outcome.

State capital is only effective when it accurately targets the mental models of its citizens and operates within a functioning market. The Treasury cannot arbitrage existential risk for a captive demographic via digital cash traps, nor can it buy ideological loyalty on the cheap. The Israeli government cannot financially engineer deterrence. Until the hard-power reality on the northern border shifts entirely, fiscal stimulus will remain fundamentally broken. True geopolitical risk cannot be perpetually offset by apps and grants. Eventually, the market demands that the bill be paid at the Ministry of Defense.

While noting the economy’s resilience, evidenced by credit card expenditure recovery and a stabilization of Israel’s risk premium (CDS), Yaron highlighted a persistent 3.5% GDP gap compared to pre-war trends. Crucially, the national debt-to-GDP ratio has climbed to 70%, prompting the Governor to explicitly call for a restraint on defense spending and the identification of alternative budgetary sources to force a downward debt trajectory.

The Finance Ministry published draft regulations to implement the OECD’s ‘Pillar 2’ global minimum tax. The framework ensures that multinational corporations generating massive revenues in Israel pay an effective corporate tax rate of at least 15%. To mitigate bureaucratic gridlock, the regulations introduce ‘Safe Harbors’ allowing corporations to rely on existing Country-by-Country reports during a transition period, effectively exempting them from complex supplementary calculations if they already meet a 17% effective tax rate threshold or have negligible local operations.

Our take: The convergence of a 70% debt-to-GDP ratio and the rapid implementation of the Pillar 2 tax framework is not a coincidence; it is a vital defensive maneuver for the state’s fiscal base. With the war deficit ballooning to ₪405 billion, the Treasury can no longer afford to let sovereign revenues leak through jurisdictional arbitrage. By adopting the OECD’s Safe Harbors, the Finance Ministry is minimizing operational friction for foreign multinationals, ensuring Israel remains an attractive FDI destination while aggressively locking down the tax yield required to service its expanding defense debt.

Tech

The Central Bureau of Statistics reported that 39% of Israeli businesses have now adopted artificial intelligence, up sharply from 28% in June 2025. This ranks Israel second globally in AI integration, trailing only Denmark. Adoption is heavily skewed toward the high-tech and financial sectors (65% penetration), where 86% of managers report tangible efficiency gains, and 21% indicate AI is directly replacing routine technical tasks previously handled by human capital.

Fiverr International (NYSE: FVRR) reported its Q1 2026 earnings, showcasing a massive profitability pivot despite top-line stagnation. While quarterly revenue dipped slightly by 1.6% YoY to $105.5 million, net income skyrocketed 975% to $8.6 million. Operating income swung into the black at $8.5 million, compared to a $5.2 million loss last year. The results reflect a strategic shift toward premium enterprise accounts: active buyers dropped 17.8% to 2.9 million, but revenue from clients spending over $1,000 per project grew by 18%.

Our take: Fiverr’s earnings encapsulate the broader transition happening across the Israeli tech ecosystem, as reflected in the CBS data. Faced with a structurally tight and heavily mobilized labor market, Israeli enterprise is executing a ruthless arbitrage of technology over human constraints. Fiverr is actively shedding low-tier retail volume to capture high-margin enterprise yield, effectively expanding its EBITDA while serving fewer clients.

Commodities

The Ministry of Energy announced a minor 2-agora increase in regulated fuel prices for May 2026, bringing 95-octane gasoline to ₪8.07 per liter. The Energy Administration noted that a 6% spike in international refined fuel prices was largely absorbed and offset by a 5% appreciation of the shekel against the US dollar.

Separately, food giant Tnuva announced a 1% price hike on state-regulated dairy products and a slightly higher increase for butter, citing the rising cost of raw milk fat inputs.

Our take: While Israel’s headline inflation remains below the OECD median, the localized cost-of-living matrix remains notoriously sticky. The slight uptick in fuel and regulated dairy highlights the structural vulnerability of the Israeli consumer to imported commodity shocks and domestic agricultural oligopolies. While the strong shekel acted as a critical FX buffer this month to absorb the global energy shock, the systemic lack of domestic competition continues to allow conglomerates to pass marginal input costs directly onto the consumer with zero friction.

Energy

Ronen Yehezkel, CEO of the Ashdod Refinery, announced his resignation. For institutional capital tracking Israeli energy assets, the upcoming CEO transition will be closely watched to see if the board prioritizes a defensive, domestic-supply-oriented operator to navigate ongoing security friction, or an executive focused on optimizing export yields in a normalizing Mediterranean market.

Real Estate

The Israeli rental market continues to heat up, with national average rents climbing 2.1% month-over-month in March to ₪5,041, according to WeCheck data. The figures reveal a ‘security premium’: rental prices for small apartments (1-3 rooms) equipped with a reinforced safe room (Mamad) spiked 4.9% MoM, nearly double the 2.6% increase seen in non-fortified units. Larger apartments (4-5 rooms), which overwhelmingly include safe rooms by default, saw a more moderate 0.9% gain following sharper spikes earlier in the quarter.

Our take: The structural shortage of fortified housing is artificially inflating yields in the residential real estate sector. The 4.9% rent spike for small apartments with safe rooms is not a standard macroeconomic fluctuation; it is a direct pricing of geopolitical risk following escalations with Iran and Hezbollah. This inelastic demand for physical security allows owners of more fortified assets to extract rent premiums. For institutional real estate developers, this data signals that the ‘Mamad’ is a yield-generating amenity in the Israeli residential market.

A new ISA report on financial information services finds Israel’s open banking reform isn’t taking off. The market counts 314,000 registered users and 25 licensed operators, yet three firms control 92% of retail clients and 94% of corporate ones. The ISA points the finger at legacy banks for partial cooperation and slow API integration. Payment initiation, the reform’s most disruptive feature, sits at just 0.5% of usage. Loan data queries jumped 28% year over year.

Our take: The findings confirm what independent fintech operators have flagged for years. Institutional resistance is starving domestic financial innovation. Consumer demand for yield and credit optimization keeps growing, while the banking oligopoly leans on operational friction to protect its net interest margins and fee structures.

Until the Bank of Israel and the ISA swap warnings for real sanctions on API delays, foreign fintechs will find Israeli retail banking effectively closed. Consumers stay locked into a high-cost paradigm.

The Israel Competition Authority has released tough new draft guidelines for approving corporate mergers. The updated framework lowers what’s called the Herfindahl-Hirschman Index threshold, a number that tells you how concentrated a market is, meaning whether it's dominated by a few big players or spread across many smaller ones.

Now, any horizontal merger producing a post-merger HHI above 1,800 (or a market share over 30%), paired with an HHI increase of 100, will be presumed to harm competition. The authority is also formally expanding its mandate to cover non-horizontal M&A (vertical and conglomerate), serial acquisitions, and the monopolization of user data by multi-sided tech platforms.

This tightening pulls Israel into line with the antitrust postures recently adopted by the US FTC and European regulators. Once the 1,800 HHI threshold is crossed, the burden of proof shifts to the merging companies.

Foreign capital and tech giants running serial acquisition strategies to capture Israeli IP or data moats now face sharply higher transaction friction. The explicit focus on “data as an input” puts Big Tech’s standard playbook under a localized regulatory microscope and complicates future cross-border tech buyouts.

The Finance and Negev and Galilee ministries launched the “North Plus” digital wallet yesterday. The program distributes ₪44 million to roughly 17,000 border-adjacent households, up to ₪2,500 per family, with funds geo-fenced via the Cal app for use only within 2 kilometers of the northern border. A separate ₪30 million allocation provides ₪24,000 per family to reservists relocating to Kiryat Shmona, Shlomi, and Metula.

Our take: Geo-fencing is the sophisticated piece here. Untethered cash would have leaked to national supermarket chains and e-commerce platforms. Locking spend to the border zone forces a localized multiplier effect that directly underwrites the survival of northern SMEs after catastrophic revenue losses. The ₪24,000 relocation grant carries more risk. Fiscal incentives alone cannot offset the security deficits that drove residents out in the first place.

Energy

The Ministry of Energy launched a deregulation push against localized oligopolies in the cooking gas (LPG) market. Bi-monthly household bills range from ₪63 to ₪130 across the 12 largest cities, with Jerusalem spreads hitting ₪74 to ₪164, over ₪550 in excess annual costs. The reform adds a monthly price index and clears the bureaucratic barriers to switching suppliers.

The government also opened a ₪300 million three-year grant track for industrial energy efficiency, funded by the carbon tax. Factories converting from polluting fuels to electricity, hydrogen, or compressed natural gas can claim 25% to 50% CapEx subsidies, capped at ₪3.5 million per project.

And finally, Solaer Renewable Energy closed a ₪165 million private placement at ₪80 per share. Menora Mivtachim took 6.31% for ₪115 million, Clal Insurance 2.91% for ₪50 million. Warrants could add ₪162 million by April 2028. Following the capital raise, Solaer is slated to enter the TA-SME60 index.

Our take:

Tier-one institutional players like Menora Mivtachim and Clal Insurance are not allocating nine-figure capital to Solaer as some speculative green-tech play. By injecting up to ₪327 million (assuming full warrant execution by 2028) to accelerate Solaer’s 1 GW global pipeline, these pension architectures are moving aggressively to capture the supply side of a market that the government is actively forcing heavy industry to consume.
