A glance across the borders provides a stark contrast: Lebanon’s financial system has effectively collapsed, Egypt is navigating severe currency devaluation and inflationary spirals, and Jordan’s GDP growth remains sluggish. Even looking north to the Eurozone, major economies are grappling with sub-1% GDP growth, burdened by heavy regulatory frameworks and a lack of disruptive tech infrastructure.

Against this backdrop, Israel stands as a structural outlier. The success celebrated at the 10th annual Atlas Awards for best Israeli startup, with firms like UVEYE dominating transportation tech and D-Fend Solutions leading in cyber, demonstrates why. The crowning of AI chipmaker Hailo as the overall 2026 Atlas Award winner, taking the top prize alongside a win in the Physical AI & Robotics category, encapsulates this.

With over 250 employees, Hailo's technology allows complex artificial intelligence to run on edge devices, like drones and cameras, without cloud dependency or high-power consumption. Alongside Hailo, the emergence of category winners like Remedio in Cyber, Navina in AI healthcare for doctors, and NexTenna in satellite communications proves that Israel's IP pipeline is aggressively expanding its footprint. Israeli companies do not export physical commodities reliant on vulnerable regional logistics; they export intellectual property. Software, artificial intelligence, and cyber defense are borderless, high-margin assets with inelastic global demand.

This decoupling from regional gravity allows the Israeli economy to scale exponentially. The 100% stock market recovery post-October 7 cited by Ambassador Huckabee is a direct reflection of this dynamic. Global capital recognizes that Israel’s economic output is insulated from its geographic coordinates.

Institutional capital ignores the noise

When evaluating the Israeli market, foreign institutional investors are unsentimental. The companies that reached the Atlas Award finals operate in sectors where the global appetite for innovation far outpaces supply - Healthcare, AI, and Cyber.

An Israeli firm like okoora, taking the top prize in FinTech, attracts capital because it provides a scalable solution to global financial inefficiencies. This rapid scaling was further highlighted by an Atlas panel featuring past award winners, including Moovit's Nir Bezalel, UVEYE’s Ohad Hever, Augury’s Gal Shaul, and Matteo Shapira of the pre-IPO aerospace firm XTEND, demonstrating how quickly these startups transition from local innovators to global unicorns with portability for their system assets.

European and American venture capital and private equity funds continue to deploy billions into Tel Aviv because the Return on Equity (ROE) generated by Israeli intellectual property is increasingly difficult to replicate in stagnant Western markets. Europe, in particular, is suffering from an innovation deficit, having failed to produce a comparable roster of Tier-1 tech giants.

Consequently, foreign direct investment (FDI) into Israel is not an act of charity or political solidarity. Investors are happily exchanging short-term geopolitical headlines for long-term technological dominance. Awards like this one serve as an indicator for the pipeline of disruptive, investable Israeli assets.

Talent flywheels and growing organs in space to cure cancer

A hyper-growth economy such as this one requires a relentless supply of human capital. The Atlas Juniors program takes high school students from Israel’s southern periphery and integrates them into the R&D teams of leading startups.

One such employer is SpacePharma, whose CEO Yossi Yamin told us about their 14th space mission, sending a miniature four-kilogram laboratory into space to conduct cutting-edge tissue culture experiments for Roche Diagnostics and Grenoble Hospital.

By growing tissues in microgravity, the company aims to identify biomarkers that will train AI algorithms to provide real-time, personalized treatment recommendations while a patient is on the operating table. They are choosing rationally from the options in front of them, and those options have been deliberately narrowed by decades of import protection, regulatory layering, and kashrut compliance economics that keep credible foreign competition out of Israeli supermarkets and banking halls.

The supermarket aisle war that was lost in 2022

Shufersal’s playbook is straightforward. Refuse Tnuva orders, point at the empty shelf, blame the supplier, sell more private label. The retailer ran this exact sequence in 2022 and lost. Shoppers did not switch to Shufersal’s house brand - instead, they drove to Rami Levy, Yochananof, or Victory, picked up the Tnuva cottage cheese and yogurts they wanted, and went home. Tnuva revenue absorbed the disruption with minimal damage, and Shufersal quietly resumed orders a few months later.

Nothing material has changed since then. Tnuva still owns the brand recognition, still controls the country’s largest dairy supply chain, and still has zero reason to fear a single-retailer freeze. The competing supermarket chains that benefit when Shufersal posts empty shelves are happy to keep stocking Tnuva at full margin.

And the reason Tnuva can shrug off retailer pressure is that no foreign dairy brand sits on the shelf next to it as a real alternative. Israeli import quotas, tariff structures, and kashrut compliance costs make European and American dairy uneconomic at scale. Tnuva competes against Strauss, and a handful of smaller domestic players, all operating inside the same protected envelope and pricing accordingly.

The Bank of Israel vs. the Competition Authority

The Competition Authority’s Concentration Group designation last week covered Hapoalim (TASE:POLI), Leumi (TASE:LUMI), Mizrahi-Tefahot (TASE:MZTF), Discount (TASE:DSCT), and First International (TASE:FIBI). Authority Commissioner Michal Cohen’s audit found that the five Israeli entities control 98% of system assets, and that retail depositors absorbed roughly ₪20 billion in foregone interest between 2022 and 2024 because rate hikes flowed instantly to borrowers but sluggishly to savers.

The proposed remedies include deposit portability and interest rate parity rules, both reasonable on paper. The Bank of Israel’s response was to publicly attack the designation as disproportionate and economically unfounded. That reaction is itself the most useful data point in the story. The central bank is openly defending the structural arrangement that produced the ₪20 billion gap, which reveals how protected the current setup is.

Portability and parity rules will help at the margin. They will not produce real competitive pressure, because the same border conditions that protect Tnuva also protect the banks. Foreign retail banks face capital controls, licensing friction, and a regulatory environment built around five domestic incumbents. A depositor with full portability rights still has only five places to put the money.

If the Bank of Israel successfully blocks these mandates, the Competition Authority’s historic declaration will be reduced to mere optics.

The fix lives at the border

Both sectors share one feature. Domestic incumbents extract rent because foreign competition has been kept out by policy choice, not by market dynamics. Israeli consumers are not anchored to Tnuva yogurt or Hapoalim deposits out of habit. They are anchored because the policy environment has eliminated meaningful alternatives.

The fix here is trade policy, not retail theater or regulatory designation. Cut tariffs on dairy and consumer staples to the levels seen in comparable OECD economies. Streamline kashrut certification pathways for foreign producers willing to meet the standard rather than treating compliance as a soft trade barrier. Open the retail banking license process to foreign entrants on terms that do not require a local consortium partner. Let Lidl, Aldi, and Carrefour open stores without zoning and licensing drag.

The day a shopper in Tel Aviv can buy decent French butter at half the price of equivalent Tnuva product, cartel pricing power in dairy evaporates without any boycott required. The day a depositor can hold a checking account at a serious foreign bank operating locally, deposit rates rise without any portability mandate required. The structural friction does the work that performative interventions cannot.

What to watch

Shufersal may quietly resume Tnuva orders within the quarter, as it did in 2022. The Bank of Israel may succeed in softening or delaying the Competition Authority’s binding mandates. Neither outcome should be read as a policy failure in the narrow sense. Both are predictable consequences of fighting cost-of-living battles inside a closed competitive perimeter.

The story worth tracking is whether anyone in the coalition or opposition picks up the trade policy thread. Until that conversation starts, the Israeli consumer will keep paying the surcharge that decades of import protection have built into the price of bread, milk, and a checking account.

When a government attempts to manage a kinetic war zone using the tools of a central bank, the results are rarely economic. They are entirely optical. This week, the Israeli government rolled out a multi-million-shekel fiscal experiment on its battered northern border, offering localized digital wallets and relocation cash to residents under fire.

To the untrained eye, it looks like standard regional stimulus. To the behavioral economist, it represents a profound misdiagnosis of the Israeli public. By treating citizens facing existential risk as rational actors optimizing for yield, the state is inadvertently levying a regressive silent tax on captive populations.

This is not the first time Jerusalem has opted for optical statecraft over structural repair. One only needs to look back at the universal ‘helicopter money’ dispersed during the 2020 COVID-19 lockdowns, untargeted ₪750 cash dumps that inflated the national deficit while failing to save bankrupt SMEs. But while throwing un-targeted cash at a pandemic creates inflation, throwing it at a kinetic war zone creates a far more dangerous illusion.

The illusion of the rational actor

This week, Israel launched a sweeping ₪74 million shekel demographic experiment. The state deployed a ₪44 million stimulus ‘North Plus’ digital wallet program alongside a ₪30 million fund offering relocation cash to military reservists. The macroeconomic modeling behind this intervention was not published by any senior economists, and the intended outcome of this capital injection is not fully clear.

Is the Treasury attempting to engineer a genuine regional recovery? Is it simply subsidizing survival? Is the goal to anchor a battered population? To quietly bail out the failing enterprises around them?

Here, the mechanics of the policy are telling. The government is utilizing complex fiscal architecture to incentivize a demographic it fundamentally misunderstands, making any structural objective harder to achieve.

The price of safety and the frozen market

To expose why this macroeconomic tool will face challenges in creating positive effects. one must ask a fundamental behavioral question. What is the macroeconomic clearing price for human safety? This policy is working on the assumption that a one-time grant of ₪24,000 to a reservist family relocating north, or a pre-paid digital wallet to northern residents, can convince a family to live under kinetic fire.

We have seen this behavioral miscalculation fail on the southern border in the past. In early 2024, the state attempted to empty expensive evacuee hotels by offering ‘Return Grants,’ daily cash stipends to Gaza Envelope residents if they agreed to go home. The backlash was immediate. Residents argued that without rebuilt schools and absolute security, the cash was a bribe, not a solution. The state treated existential dread as a simple pricing mismatch, and the policy collapsed.

For the average citizen, no financial risk premium can adequately compensate for existential danger. The state is therefore not engineering a demographic shift. It is simply subsidizing two groups who would likely be there regardless - those with zero economic alternatives and those driven by profound ideological conviction. A retail cash injection solves the structural problem for neither. Both the financially vulnerable and the ideological pioneer ultimately require massive state investments in physical security and resilient infrastructure, neither of which can be purchased with a consumer subsidy.

Compounding this behavioral miscalculation is a complete disregard for the physical reality of the northern economy. The entire region is currently trapped in a state of suspended animation. Normal commerce has effectively ceased. Local businesses are operating on skeleton crews, supply lines are fractured, and consumer demand is paralyzed by daily uncertainty.

In classical macroeconomics, a cash stimulus is deployed to increase the velocity of money and spark a cycle of consumption. But you cannot stimulate a market that is physically constrained by warfare.

Pumping consumer liquidity into an environment where the primary barrier to growth is physical danger, rather than capital scarcity, fundamentally misunderstands how markets operate under extreme stress. When an economy is in a physical holding pattern, businesses cannot simply scale up operations to absorb new demand. Instead, the injected capital behaves erratically, ensuring the policy outcome falls entirely flat.

The geography of a silent tax

To understand why this stimulus is acting as a leaky bucket rather than an economic engine, we must ruthlessly dissect the ‘North Plus’ program. By distributing up to ₪2,500 per family via a digital credit card application strictly geo-fenced to a two-kilometer radius of the border, the political echelon claims it is engineering a localized money multiplier effect. The pitch is simple. Keep the cash in the community.

In reality, the state has engineered a spatial monopoly that functions as a regressive tax.

Israeli economic history is littered with these leaky buckets. Consider Yair Lapid’s ill-fated 2014 plan to eliminate the 17% VAT on new apartments. Because the housing market was physically constrained by a lack of land and slow permitting, subsidizing demand wouldn't have helped young couples; it would have simply allowed developers to raise prices, absorbing the state subsidy. The ‘North Plus’ program commits a similar macroeconomic sin, so to speak.

By hard-coding these funds to a devastated conflict zone, the state artificially traps consumer capital inside an environment where supply chains are shattered. Northern enterprises, facing exorbitant wartime insurance costs, logistical friction, and severe labor shortages, are forced to operate with deeply inflated pricing simply to survive.

By mandating that the northern resident spend their ₪2,500 stimulus inside this hyper-inefficient micro-economy, the state is intentionally destroying their purchasing power. Just as the 0% VAT would have enriched developers, the North Plus wallet reduces the resident to a pass-through mechanism. The resident is not necessarily the actual beneficiary of this stimulus. The government is quietly executing a bailout of northern businesses on the backs of the captive northern consumer, utilizing a digital wallet to mask a structural failure.

They stay because the equity gap required to leave is insurmountable

This apparent misunderstanding of labor mobility and capital flows extends directly to the ₪24,000 relocation grants. The Treasury models this cash as a behavioral incentive, assuming that at a certain price point, labor and capital will clear the market. But the residents remaining in the North are not exercising a free-market choice. They are trapped in a localized balance sheet recession.

Their primary vehicle for wealth creation, home equity, has a mark-to-market at zero liquidity. A working-class family cannot liquidate a home under Hezbollah fire to finance a move to the Gush Dan region, where real estate yields are breaking historic records. They do not stay in the North because a ₪24,000 grant tipped their risk-reward calculus. They stay because the equity gap required to leave is insurmountable. Their demand for physical security is perfectly inelastic, but their capital is structurally immobilized. Offering a relocation grant to populations trapped by illiquid assets is an exercise in statecraft optics that fails to alter the underlying solvency crisis.

For institutional investors and macroeconomic observers tracking Israel’s risk profile, the central theme of this week’s analysis is clear. Macroeconomic policy has an absolute ceiling. When deployed outside the realm of functioning markets and into the sphere of existential survival, it will not, and cannot, reach its intended outcome.

State capital is only effective when it accurately targets the mental models of its citizens and operates within a functioning market. The Treasury cannot arbitrage existential risk for a captive demographic via digital cash traps, nor can it buy ideological loyalty on the cheap. The Israeli government cannot financially engineer deterrence. Until the hard-power reality on the northern border shifts entirely, fiscal stimulus will remain fundamentally broken. True geopolitical risk cannot be perpetually offset by apps and grants. Eventually, the market demands that the bill be paid at the Ministry of Defense.

Europe: geographical proximity and institutional distance

For decades, Israel’s natural export market was Europe - close, wealthy, and commercially accessible. But the European regulatory apparatus has become hostile to Israeli enterprise, not always explicitly, but consistently. Frameworks like the Corporate Sustainability Due Diligence Directive and the EU AI Act function, in practice, as barriers for Israeli firms operating in dual-use technology, cyber, and defense.

European sovereign funds, major banks, and pension structures are using ESG risk classifications and ‘human rights’ clauses to restrict capital flows to Israeli companies, some louder than others.

The Mediterranean shipping route is still short, while the compliance route is longer than ever. For Israeli exporters, the real cost of doing business is the legal, political, and reputational friction that European institutions have steadily built into every transaction.

Meanwhile, the Milei administration, and the broader Latin American pro-market bloc, offers Israel frictionless access, and values alignment that can translate into a friendlier market.

The contrast is stark - a European defense ministry might spend years evaluating the political implications of procuring an Israeli autonomous system. An Argentine or Uruguayan government, facing real security threats and cartel violence at its borders, may not take as long. And it’s not because they have lower standards.

The Milei administration has decided its job is to enable commerce rather than police it. The Milei administration has made deregulation a policy export, and Israeli firms, particularly in AI, fintech, and defense, are the natural beneficiaries. Latin American jurisdictions could become sandboxes for Israeli IP to scale without the threat of GDPR-style penalties or politically motivated procurement freezes.

Capital moves toward the path of least resistance. Right now, that path looks like its turning south. South America is offering the operational velocity and possibly, yield, that Europe has legislated out of existence.

Israel’s tech sector earns in dollars. It pays salaries, rent, and operations in shekels. When the dollar trades below ₪3.00, that gap becomes a structural problem. The stronger the shekel gets, the more it costs Israeli companies to run domestically, and the harder it becomes to compete on price internationally. Economists have a name for this dynamic when it hollows out a broader economy - Dutch Disease - but the point is that it is happening here, and it is not going to go away on its own.

Latin America offers a practical release. Argentina, Brazil, and Colombia have deep pools of trained STEM talent that years of regional economic instability have kept severely underpriced relative to their actual output quality.

In this reality, Israeli software firms could even look to put their R&D operations in Buenos Aires, building engineering teams at a fraction of the Tel Aviv cost. The Isaac Accords enable that.

Argentina is the entry point for enterprise markets, minerals, and agriculture

Argentina is the entry point. What’s behind it is a continent-sized opportunity across three areas where Israeli companies are already world-class. This opens up new enterprise markets, minerals, and agriculture opportunities, to say the least. With parallel integration frameworks targeted for Uruguay, Panama, and Paraguay, and exploratory talks with pro-market factions in Brazil and Chile, Israel is building a hub-and-spoke trade structure that grows in value with every country that joins.

The market opportunity is the most immediate. Latin America has 200 million consumers, severe institutional underbanking, and a rapidly digitizing population. Israeli fintech and cloud infrastructure firms, currently squeezed in saturated OECD markets, get an enterprise market that may be ready for them.

Then there is the mineral question. Over half the world’s lithium reserves sit in Argentina, Chile, and Bolivia, the resource that China and the United States are openly competing for. A trade and technology bloc anchored in this region gives Israeli battery, EV, and autonomous driving sectors priority access. Securing that access requires more than commerce. It requires something like the border monitoring, laser defense, and autonomous systems that Elbit (TASE:ESLT) already exports against a $28 billion backlog. Latin American governments need that architecture to protect mining regions from cartel activity.

Agriculture closes the loop. As South America’s agricultural sectors face existential threats from droughts and erratic weather, expanding the Accords allows Israel to export its world-leading desalination, drip-irrigation, and precision agriculture technologies at a massive scale.

Israel’s economic statecraft is maturing

The expansion of the Isaac Accords signals a profound maturation of Israel’s economic statecraft. For too long, the nation’s export economy has been dangerously over-leveraged to the transatlantic corridor.

By aggressively pivoting southbound and scaling a multilateral bloc, Israel is hedging. Technological supremacy sets us up to acquire cheap offshore labor, secure critical 21st-century minerals, and actively address domestic regulatory capture. If fully realized, a pan-Latin American alliance secures Israel's transition from a geographically constrained tech exporter into a highly diversified, hemispherically integrated economic powerhouse.

Last week, we looked at a structural anomaly within the Israeli economy: a robust shekel acting as a highly efficient wealth transfer mechanism, subsidizing monopolistic importing cartels while quietly suffocating domestic producers. Instead, the Central Bureau of Statistics (CBS) reported this week that March inflation rose by 0.4% MoM. While politicians champion the sub-3.00 Shekel, the strong currency is offering zero relief to household balance sheets. Instead, it traps the central bank and penalizes the tech exporters who hold up the national GDP.

Rockets and feathers: How a nation with a 30-year-high currency sees its imported consumer goods increase in prices

Last Wednesday, the USD/ILS exchange rate breached a critical psychological and historical floor, sliding to ₪2.99. The implications for the Israeli domestic market are profound. Although, this movement is largely a symptom of systemic US Dollar weakness, fueled by American fiscal bloat, the Trump administration’s tariff policies, and dovish expectations for Federal Reserve rate cuts.

Conventional economic models dictate that currency appreciation of this magnitude should aggressively herald deflation. Yet, the CBS data reveals a deeply rigid domestic market. The 0.4% uptick we saw in the March Consumer Price Index (CPI), driven by a 5.2% surge in fresh vegetables and a 3.0% jump in clothing, exposes a failure in the ‘pass-through’ rate of the Israeli currency. Crucially, this data predates the true inflationary shock of the war and might exclude the full impact of the recent surge in energy costs.

The structure of Israel’s consumer market holds a clue. Economists refer to this phenomenon as the Rockets and Feathers hypothesis, an asymmetry where retail prices shoot up like rockets during global supply shocks, but drift down like feathers when input costs, such as foreign exchange rates, collapse.

Mega-importers and exclusive distributors are capitalizing on the sub-3.00 shekel to secure foreign goods at historic discounts. However, shielded by Byzantine regulatory barriers, kosher certification moats, and entrenched market concentration, these oligopolies maintain total pricing power.

These entities may be executing a textbook case of economic rent-seeking, leveraging state-sanctioned regulatory barriers to extract excess wealth from the consumer without contributing any corresponding value to the supply chain.

Instead of competing on price and passing this currency dividend to the consumer, they may be hoarding the margin differential. The sticky inflation currently punishing the Israeli consumer is no longer driven by global supply chain dynamics, but by local monopolistic friction.

Earnings season will test this argument, so stay tuned. As the major food and retail conglomerates such as Diplomat Holdings (TASE:DIPL) or Fox Group (TASE:FOX) report their quarterly results, a glaring expansion in gross margins will reveal if the FX surplus is being captured at the corporate level.

Stagflation straitjacket

For the Israeli consumer, sticky inflation is merely frustrating. For the Bank of Israel, it is paralyzing. The central bank has been effectively cornered into an impossible bind, tasked with navigating a stagflation environment with a restricted toolkit.

The CBS Business Tendency Survey released this week paints a harrowing picture of the domestic, non-tradable economy collapsing under the compounding weight of elevated interest rates and the geopolitical fallout of Operation Roaring Lion. The data is unequivocal: the retail and construction sectors have flipped into negative growth territory. A staggering 89% of hospitality businesses cited the security situation as a severe operational constraint. Most tellingly, small businesses are feeling pessimistic. The net sentiment balance for micro-industrial enterprises (firms with under 10 employees) plummeted to -25.7.

Indeed, these SMEs are facing an acute liquidity crisis. The Ministry of Finance’s Accountant General implicitly acknowledged the severity of the threat this week by rushing the launch of the ‘Lion’s Track’ state-guaranteed loan fund (offering Prime + 1.7% and critical grace periods). But this is a fiscal band-aid, a debt-driven forbearance measure designed to front-run a wave of insolvencies.

What the SME sector actually requires is monetary easing. They need the Bank of Israel to cut the benchmark interest rate to lower their crushing debt-servicing costs. But the BOI cannot pivot to accommodation. The stubborn 0.4% MoM CPI print, combined with a highly alarming 5.9% spike in new residential rental contracts, strictly prohibits a rate cut. To lower rates now would risk unmooring inflation expectations entirely. Consequently, the BOI is forced to maintain a restrictive monetary stance, actively suffocating the domestic economy to fight an inflation that is largely driven by structural monopolies and housing supply deficits.

The shadow tax on the tech sector

Israel continues to attract formidable cross-border capital flow, evidenced this week by Palo Alto Networks’ strategic acquisition of Israeli AI-defender Koi, and EagleNXT’s $10 million equity injection into defense-drone manufacturer ThirdEye Systems. Yet, beneath these headline-grabbing transactions, the day-to-day operational reality for Israeli exporters is deteriorating due to a severe currency mismatch.

Global tech contracts and M&A valuations are universally denominated in US dollars. To understand the sheer scale of this currency drag, look at the recent M&A market. When Google acquired Wiz for $32 billion on March 18, 2025, that capital injection was worth roughly ₪115 billion to the local ecosystem. Today, at a sub-3.00 exchange rate, that exact same $32 billion valuation yields just ₪95 billion. That is a staggering ₪20 billion, a 17.39% contraction, in local purchasing power wiped out by FX mechanics alone.

While repatriated top-line revenue shrinks, operational expenditures remain firmly anchored in the expensive shekel. For US-based multinationals operating massive R&D hubs in Israel, the math is becoming untenable. These tech giants fund their global operations in dollars but pay their local workforce in shekels. With the exchange rate dropping below 3.00, the dollar-cost of maintaining those Israeli payrolls just spiked by tens of percentage points. Given that Tel Aviv software engineers are already among the most expensive in the world, this severe currency shock threatens to erase the cost-benefit of hiring locally.

If the USD/ILS pair remains depressed, multinational tech firms and local unicorns may accelerate the offshoring of R&D headcount to cheaper jurisdictions to protect their margins. If the threat of multinational hiring freezes or capital flight becomes severe enough, it could be the ultimate catalyst that forces the Bank of Israel’s hand, compelling the central bank to cut interest rates to devalue the shekel and save the tech sector, even at the risk of letting domestic inflation run hot.

The gap between the state’s wealth and the citizen’s prosperity

Ultimately, the events of this week highlight a massive divergence between Israel’s sovereign macroeconomic health and its microeconomic reality.

Institutional capital markets remain highly confident in the state’s legacy financial architecture. This was demonstrated perfectly this week by the overwhelming ₪805 million institutional demand for Migdal Insurance’s Tier-1 subordinated debt issuance, which locked in a highly competitive 108 bps spread. Furthermore, the Citizens of Israel Fund (the sovereign wealth fund managing natural gas levies) reported a massive 18.4% nominal return for 2025, pushing its assets under management to $2.8 billion.

For foreign credit rating agencies like Moody’s and S&P, a $2.8 billion sovereign gas fund and a fortress-like currency signal long-term fiscal discipline. The sovereign balance sheet is, by all metrics, resilient.

But sovereign wealth does not underwrite the payroll of a struggling contractor in the North, nor does it subsidize the margins of a cyber-security startup bleeding cash on local salaries. When policymakers assess the health of the Israeli economy strictly through the lens of sovereign credit ratings and an unyielding currency, they are observing a mirage.

Until the Israeli government summons the political will to dismantle the importing cartels, enact aggressive supply-side housing reforms, and allow the historic strength of the shekel to actually reach the domestic consumer, the gap between the state’s wealth and the citizen’s prosperity will only widen. Through this lens, the ₪2.99 dollar may not be an economic victory, but a gilded trap.

The 35 billion shekel bite

The Ministry of Finance released its preliminary damage assessment this week, confirming that the direct fiscal cost of Operation Roaring Lion has hit roughly ₪35 billion. Unsurprisingly, the absolute lion’s share (sorry) of this capital, ₪22 billion, was gobbled up by the defense establishment, covering immediate IDF operational costs, munitions replenishment, and the sweeping mobilization of the reserve forces.

The remaining ₪13 billion was effectively deployed as a domestic tourniquet. Approximately ₪12 billion has been allocated to business compensation pipelines and state-funded furloughs (‘Chalat’), while a further ₪1 billion was directed toward emergency health and welfare protocols. Finance Minister Bezalel Smotrich was quick to claim credit, stating that the Treasury’s “responsible management of the state’s economy was a critical factor in the great operational success.”

However, framing a ₪35 billion deficit injection as an economic triumph is a dangerous misdiagnosis of the facts on the ground. A direct government bailout of businesses suffering a 25% drop in revenue is not a sign of economic resilience; it is a desperate attempt to put a frozen economy on life support. The real-time data betrays the Treasury’s optimism: in a single week, the number of new job seekers surged by an alarming 18%. The kinetic war may have been brief, but the supply-side shock to the labor market is deep, structural, and ongoing.

This fiscal reality is far darker than the Treasury is willing to admit. According to new macroeconomic scenarios published this week by Bank Hapoalim (TASE:POLI), the state is careening toward a severe deficit breach.

While the Ministry of Finance clings to an optimistic 3.8% growth forecast, Hapoalim projects growth will stagnate at roughly 3% even in the best-case ceasefire scenario. The defense budget is stretched to its absolute breaking point, with the Ministry of Defense estimating the kinetic phase of Operation Roaring Lion burned through nearly ₪1 billion a day.

Compounding the crisis, the anticipated economic slowdown will inevitably crater state tax revenues, driven by plummeting capital gains (bleeding businesses) and a frozen real estate market. The government is attempting to finance a ₪1 billion-a-day war while the very tax base required to pay for it is bleeding out.

Before you say ‘…but the strong shekel’

The most jarring macroeconomic anomaly of this conflict has been the behavior of the Israeli currency. In any standard emerging market, a sudden geopolitical shock and a multi billion shekel deficit expansion would trigger a severe currency devaluation. Instead, the shekel has remained stubbornly strong - artificially.

This strength is not a miracle; it is a meticulously engineered illusion. Bank of Israel data reveals that foreign exchange reserves plummeted by a massive $6.3 billion in March alone. The central bank is burning through its war chest to defend the currency, effectively creating a massive subsidy for the local oligopoly.

In a captive market characterized by a lack of price-discovery, a strong shekel acts as a highly efficient wealth transfer mechanism from the public to the gatekeepers.

Massive food importers like Diplomat (TASE:DIPL) and Schestowitz utilize the strong currency to purchase foreign goods at a heavy discount. Do they pass those currency-adjusted savings down to the Israeli consumer currently suffocating under inflation and wartime uncertainty? Absolutely not.

Shielded by high barriers to entry and a complete lack of foreign competition, these cartels maintain their exorbitant pricing power, absorbing the margin difference as pure, unadulterated profit.

Squeezing the domestic producer

While the strong shekel heavily subsidizes the importing cartels, it acts as a structural chokehold on Israel’s domestic producers and exporters. Outside of the booming, hyper-insulated defense-tech supercycle, traditional Israeli exporters are being crushed.

A strong domestic currency makes their goods significantly more expensive and less competitive on the global market, precisely at the moment they are grappling with a decimated labor force and logistical supply chain chaos.

However, there is a cynical, yet highly effective macroeconomic paradox at play here: the strong shekel is quietly helping to finance the war machine precisely because Israel exports a massive volume of its defense technology and munitions. Global demand for combat-proven Israeli defense systems is incredibly inelastic; foreign militaries pay in US dollars and euros, entirely unbothered by the shekel’s exchange rate.

As state-owned defense titans like IAI and Rafael rake in record-breaking foreign currency from these massive export deals, the state can leverage this capital influx to replenish its dwindling dollar reserves.

Simultaneously, the strong shekel drastically increases the government’s purchasing power when it turns around to import the raw materials, jet fuel, and foreign hardware necessary to sustain Operation Roaring Lion.

In this twisted loop, the global appetite for exported Israeli munitions provides the dollars, and the strong shekel stretches those dollars into a heavily subsidized war chest, completely isolating the defense apparatus from the friction crushing the rest of the economy.

Furthermore, the domestic business sector is being aggressively squeezed by the banking oligopoly. The high-interest-rate environment required to keep the shekel strong provides an ongoing windfall for the financial gatekeepers.

As small businesses scramble for expensive bridge loans to survive the wait for state compensation, institutions like Bank Leumi (TASE:LUMI) and Bank Hapoalim (TASE:POLI) continue to lock in historically high net interest margins. The cost of capital is effectively drowning the middle class while padding the dividend yields of the financial elite.

Safe(r) from external predators, starving from within

When the Ministry of Finance views the economy strictly through the lens of sovereign credit ratings and a stable currency, it willfully ignores the rot inside the foundation. Conflating the monopolistic extraction of a few importing cartels and banks with the macroeconomic health of the whole is a lethal policy error.

The roaring success of our military operations against Iran must not serve as a macroeconomic smokescreen for political complacency. The government cannot continue to point to a stabilized shekel as proof of a V-shaped economic renaissance while simultaneously placing over 116,000 citizens on unpaid leave and starving the small and medium enterprise (SME) sector of affordable credit.

To survive the aftermath of the ‘Lion’s Roar,’ policymakers must execute radical, structural reforms. This means forcibly dismantling the importing oligopolies, tearing down the geopolitical walls that prevent foreign competition from entering the supermarket aisles, and unblocking the financial sector’s chokehold on local credit.

Until the state decides to prioritize the financial breathing room of the citizen over the survival of the cartels, the Israeli public will remain trapped inside a golden cage, safe(r) from external predators but slowly starving within.

The fog of war has allowed Israel’s domestic oligopolies to ruthlessly consolidate power. Geopolitical isolation has effectively walled off foreign competition, creating a captive market and allowing local monopolies to exert unprecedented pricing power over a population buckling under a historic ₪2.5 trillion in private sector debt.

The Pharaohs of the Supermarket Aisle

Nowhere is this structural chokehold more immediately felt than at the grocery store. Preparing this year’s holiday meal laid bare the reality of Israel’s centralized food supply, which is tightly controlled by a handful of massive suppliers and retail chains. Conglomerates like Tnuva, Strauss (TASE:STRS), and Osem-Nestlé, alongside dominant importers Diplomat and Schestowitz, operate as unchecked gatekeepers over the national pantry.

However, the wall is not built by corporations alone; it is reinforced by the Israeli consumer’s own deeply ingrained behavioral patterns. Despite the availability of generic or private label alternatives, the domestic market exhibits an extraordinary level of brand rigidity. For many, the Seder table is not a place for price-discovery, it is a sanctuary for legacy brands. This psychological brand-bondage allows dominant suppliers to hike prices with near-impunity, knowing that the Israeli consumer is statistically less likely to switch to a cheaper competitor than their European or American counterparts. In this environment, consumer loyalty functions less as a preference and more as a voluntary subsidy to the oligopoly.

And there are receipts. The quantitative evidence of this captive market arrived today via SHVA, the administrator of Israel’s national payment system. Data reveals that despite ongoing rocket fire and macroeconomic uncertainty, Passover Eve spending between 08:00 and 15:00 surged to ₪1.015 billion, an 11.3% increase from last year’s ₪912.3 million. At peak volume (12:29 PM), Israelis were executing over 18,000 transactions per minute, spending ₪5.62 million every 60 seconds. While state narratives frequently frame this as ‘consumer resilience,’ in a monopolized, inflationary environment, an 11% spike in credit card volume does not necessarily mean Israelis are consuming more goods; it may mean they are paying a much higher toll for the exact same holiday basket.

While global commodity prices fluctuate, the Israeli consumer is now paying roughly 29% above the OECD average for basic goods. When the country’s largest supermarket chains report quadrupled net profits, and food suppliers casually absorb nominal antitrust fines as the standard 'cost of doing business,' these entities are not merely navigating a national crisis; they are monetizing it. They price their goods with the absolute certainty that no foreign competitor will breach the geopolitical walls to displace them from the shelf.

Captive in the skies, squeezed at the bank

This captive market dynamic extends directly to the skies, where the basic freedom of movement has been heavily restricted. As foreign carriers repeatedly suspend operations citing regional security escalations, El Al (TASE:ELAL) has effectively transformed Ben Gurion Airport into an exclusive toll plaza. While the airline publicly cites complex wartime logistics and insurance premiums, the underlying pricing strategy reflects pure opportunistic extraction.

The regulatory apparatus is finally attempting to quantify this extraction. As we reported, in February 2026, the Israel Competition Authority (ICA) announced its intent to hit El Al with a maximum, unprecedented fine of ₪121 million ($39 million) for ‘excessive and unfair’ price gouging. The ICA’s investigation revealed that as El Al captured a de facto monopoly on 38 of its 53 routes, the carrier hiked average fares by 16%, with certain routes surging by as much as 31%, even marking up partially empty economy flights by 25%

Further up the economic food chain, the banking sector exemplifies the triumph of the oligopoly over the citizen. Bank Leumi (TASE:LUMI) recently posted a staggering ₪10.3 billion net profit for 2025, closely mirrored by Bank Hapoalim’s (TASE:POLI) ₪9.8 billion windfall, boasting return-on-equity (ROE) metrics nearing 16%.

In a normal, frictionless economy, such premium margins would invite fierce disruption. In Israel, they reflect a closed ecosystem that protects incumbents. When the Ministry of Finance points to the resilience of top-line corporate earnings as evidence of sovereign economic strength, it fundamentally mis-prices the reality on the ground. Conflating the monopolistic extraction of a few gatekeepers with the macroeconomic health of the whole is a dangerous misdiagnosis. A booming defense-tech supercycle and record-breaking bank dividends cannot paper over a ₪177 billion crater in lost GDP and a severely paralyzed labor market.

The uncomfortable reality, however, is that the blame for this stagnation rests squarely at the feet of the political echelon. While regulators and CEOs take the public heat, it is the politicians who have consistently chosen the path of least resistance, maintaining the status quo to ensure short-term political stability rather than opening the market to genuine competition. By refusing to advance aggressive, pro-consumer legislation that would dismantle these dynasties, policymakers have effectively prioritized the survival of the cartels over the financial breathing room of the citizen. The current 'captivity' is not merely an economic accident; it is a political choice.

This paralysis is quantifiable. According to new data released this week by the Employment Service, the Israeli labor market has suffered a massive supply-side shock. Since the outbreak of the war, approximately 142,000 new job seekers have registered, pushing the national total to over 304,000. Over 81% of these new registrants (roughly 116,000 individuals) have been placed on unpaid leave (Chalat). The crisis is disproportionately crushing female workforce participation: women account for over 60% of all new job seekers. The gravest risk today is regulatory and political complacency fueled by superficial corporate stability. If the government continues to rely on the inflated tax revenues generated by today’s cartels to balance a ballooning wartime deficit, it will inevitably punt on the exact type of politically costly deregulation required to genuinely open the domestic market.

Furthermore, foreign institutional capital will not flood into a closed-loop system simply because the kinetic friction eventually settles. Israel will only attract genuine, sustained post-war investment if it can offer a competitive, frictionless environment rather than a regulatory maze. A modern, globally integrated economy cannot function while structurally indebted to domestic cartels. The true liberation of the Israeli market demands a final, decisive exodus from the corporate gatekeepers that currently rule it.

Conversely, corporate Israel’s globally integrated sectors are actively capturing premium margins. We are witnessing a ruthless reallocation of capital away from consumer-facing vulnerabilities and directly into energy and defense supercycles.

Major energy conglomerates are successfully leveraging the global AI and data-center boom to secure massive tranches of institutional debt, evidenced by Ormat Technologies upsizing a $1 billion convertible debt raise.

Meanwhile, the domestic defense ecosystem remains hyper-agile; legacy aerospace firms and nimble micro-caps alike, such as Solrom and RSL Electronics, are successfully parlaying local kinetic demands into strategic M&A and Tier-1 Lockheed Martin contracts. This bifurcation suggests that top-tier Israeli deep-tech remains highly insulated from domestic sovereign risk.

In the real estate sector, institutional-grade scale appears to be the ultimate liquidity buffer. Development titans are leveraging deep forward visibility and aggressive pre-sale backlogs to lock in profitability years in advance, partially shielding themselves from immediate interest rate headwinds.

Mivne Real Estate issued robust guidance of up to ₪950 million in 2026 NOI alongside a strategic energy storage pivot, while Africa Israel locked in ₪195.5 million in net profit with 72% of its 2027 inventory already pre-sold.

Alongside this, deep-pocketed domestic institutions injected ₪100.5 million into Lahav LR via early option exercises, signaling that domestic ‘smart money’ is actively hunting yield despite the ongoing macroeconomic noise.

Yet, while domestic institutions prop up the market today, we must ask if the highly anticipated post-war foreign investment boom is a structural reality, or simply a macroeconomic mirage.

The ground-level barrier to capital inflows

Headlines frequently ignore the friction inherent in deploying capital to Israel. The first bottleneck is the banking sector: a highly concentrated oligopoly that prioritizes absolute stability over capital velocity.

“Simply transferring capital into Israel is still fraught with red tape and lack of regulatory oversight,” says Attorney Anna Moshe, Chair of the Israeli Emerging Companies and Venture Capital Practice Group at Pearl Cohen.

The system’s capacity for self-sabotage is well documented. Foreign sourced capital is frequently blocked by a compliance posture that exists to protect the bank, not to assess actual risk. This is the infrastructure that Gulf capital will inherit. Signing ceremonies do not rewrite bank compliance manuals. When Saudi institutional money eventually moves toward Israeli accounts, it will meet the same system: no regulatory obligation to accept, no standardized review, no appeal mechanism, and every institutional incentive to refuse first and ask no questions later. The ministers will be photographed in Riyadh. The wire will die in a compliance queue in Tel Aviv.

Illusions of frictionless rescue

When the Ministry of Finance proclaims the Israeli economy a bulletproof powerhouse, we must be careful to separate state-sponsored optimism from structural reality. Pitching state-backed defense-tech funds to foreign investors is a necessary wartime strategy, but it risks papering over the very real ₪177 billion crater in lost GDP. The market’s heavy reliance on domestic institutional giants to prop up local equities underscores that the promised flood of global liquidity has yet to fully materialize in the broader market.

Outliers like Ormat securing $1 billion in cheap debt prove that premium assets remain highly attractive. But projecting a broad, frictionless post-war economic renaissance may be dangerously premature. A booming, isolated defense sector does not automatically heal a national economy.

A few massive aerospace contracts will not clear the severe labor shortages paralyzing the construction sector. The prevailing assumption of a frictionless, V-shaped post-war bounce relies heavily on recency bias. Specifically, the rapid recoveries following the 2006 Second Lebanon War and the 2014 Gaza conflict. But those were localized, relatively brief kinetic events. The macroeconomic parallels for today’s multi-front, multi-year conflict do not point to 2006; they point ominously to 1973.

Following the Yom Kippur War, the Israeli economy did not experience a miraculous, V-shaped renaissance. Instead, it entered a brutal lost decade. A massive, permanent expansion of the defense budget crowded out private investment. Severe labor disruptions and supply-side constraints triggered a lethal spiral of stagflation, culminating in the hyperinflation crisis of the 1980s. If regulators and policymakers rely too heavily on the promise of a golden parachute, they may delay the brutal deregulation required to break the banking oligopoly, unblock the labor market, and stabilize the institutional framework.

Israel will likely attract a post-war premium, but only if it can offer a compelling, politically stable, and friction-free arbitrage against the rest of the world. Expecting the capital to simply arrive without fixing the broader financial infrastructure and regulatory environment - is folly.

It’s Sunday, March 8th, and we are still at war. So let’s talk about risk. A sterile, mathematical calculation. It is a spread on a bond yield, a variable in a Discounted Cash Flow (DCF) model, a subtle drag on a nation’s currency. But this week, as the skies over the Middle East glowed with the kinetic reality of Operation Roaring Lion, risk ceased to be theoretical. It became physical.

As of last count, and this keeps changing - the Iranian regime has launched around 200 ballistic missiles and over a thousand drones at the UAE, over 100 ballistics at Qatar, and two Russian-made fighter planes that the terror-sponsoring state intercepted, nearly 200 missiles at Bahrain, with Saudi sustaining drone hits on Aramco oil refinery facilities and even the U.S. embassy. What a mess.

By targeting the supposedly untouchable infrastructure, data centers and logistics hubs of the UAE, Tehran shattered the illusion of the frictionless gulf. Investors are waking up to a harsh reality where a financial hub without a multi-layered missile defense shield is essentially a high-beta trade with absolutely no hedge.

For the last few decades, Israel has carried the burden of the region’s geopolitical risk premium. It was a Levant Tax applied to its markets, a baseline assumption that Tel Aviv was forever on the edge of the abyss. And it’s certainly felt like the edge last week, with over 2,000 alerts across the country due to missiles and hostile aircraft.

Meanwhile, the Persian Gulf built a trillion-dollar narrative on the premise of zero friction, a high-gloss, sanctuary economy completely insulated from the historical chaos of its neighbors.

But as the dust settles on the opening phase of this strategic pivot, we are witnessing one of the fastest transfers of macroeconomic risk in modern history. The risk hasn’t evaporated, it has - for now - migrated east.

The question I’m guessing every institutional desk is asking today isn’t about the war itself. It will end, even if we don’t know when. The question is: What comes after? When the smoke clears, the Middle East will be fundamentally repriced. Israel is shedding its geopolitical discount, emerging as a battle-hardened, technologically sovereign fortress. Iran’s neighbors, however, could potentially inherit a massive, long-term instability tax.

To understand the underlying structural resilience of the TASE this week, absorbing an unprecedented regional war with a highly managed, single-digit pullback, you have to look at the history of Israeli risk. For 47 years, the global community effectively treated the Iranian apparatus as a manageable, localized friction. But risk deferred is risk compounded.

While the West delayed dealing with the root problem, the Israeli market was forced to absorb the ballooning geopolitical premium. It manifested in the cost of capital, the necessity of mandatory conscription, and the billions of dollars diverted from domestic infrastructure into multi-layered missile defense grids. The Israeli economy was effectively forced to operate with a permanent, compounding weight around its ankles.

Yet, this massive risk premium forced an evolutionary economic adaptation. Because Israel had to assume the worst-case scenario was always pending, it built an economy designed to survive under siege.

We pivoted away from physical, centralized vulnerabilities and transformed into a ‘Digital Fortress’ - an exporter of intangible assets like cybersecurity, deep tech, and software-as-a-service. While no tech sector is entirely immune to physical infrastructure hits or human capital flight, Israel absorbed the 47-year compounding risk and built a macroeconomic engine that is vastly harder to blockade than a port city or a luxury skyscraper.

The migration of risk

Today, as the IAF strikes the structural heart of the Iranian apparatus, Israel’s 47-year balloon payment is finally being settled. Tel Aviv is pricing out its historical existential discount in real-time. But the law of conservation of risk dictates that it must go somewhere, and it is currently settling squarely on the shoulders of Iran’s immediate neighbors.

Institutional capital is rotating accordingly. Allocators recognize that Israel is the only Middle Eastern market where extreme tail risk is already fully priced into equities and hedged by the underlying macroeconomic architecture. The Gulf’s low-beta growth model is effectively over; Israel is emerging as the region’s only fully hedged sovereign asset class.

Inheriting the instability tax

Today, we might be watching this exact dynamic play out on an exponentially larger scale. For decades, countries like the UAE and Saudi Arabia built economies based on the assumption of permanent, frictionless connectivity. While they are heavily armed today, their economic models, reliant on global shipping routes, pristine real estate, and undefended civilian data centers, cannot absorb the kinetic friction of a sustained conflict.

Now, they are about to inherit the instability of the ‘Day After.’

Even in the ultimate bull-case scenario, a complete regime collapse in Tehran, the resulting power vacuum will be economically devastating for the Persian Gulf. A transition in Iran means unpredictable border dynamics, massive refugee flows, and the chaotic fracturing of localized proxy groups. The surrounding states will suddenly find themselves bordering a generational zone of instability.

The resulting instability tax will force a massive, structural CapEx pivot in the Gulf. To maintain any semblance of global investor confidence, these nations will have to divert hundreds of billions of dollars away from economic diversification and channel it directly into border security and proxy containment.

Israel’s ‘Day After’ won’t be without friction, the Levant Tax will morph into a massive domestic fiscal burden and the ongoing management of rogue, decentralized proxy groups. But the existential sovereign risk premium is being fundamentally priced out. The Gulf is about to begin paying the very same defense premium Israel was forced to pay for the last half-century.

Its mandate is to ensure that the Israeli economy possesses the liquidity, the currency strength, and the foreign reserves to withstand a systemic, existential shock.

The 4.0% rate is the correct, albeit painful, price of money in a high-intensity geopolitical theater. As the smoke rises over Tehran, the independence premium we paid last week has become a hedge that matters.

The fundamental tension of the ZIM acquisition lies not in Hamburg, but in the sovereign wealth offices of the Persian Gulf. In the cold calculus of global shipping, scale is everything; yet in the high-stakes game of Middle Eastern security, the identity of the shareholder is the only variable that matters.

This ‘Soft Influence’ over hard assets becomes particularly alarming when viewed through the lens of Israel’s existing maritime vulnerabilities. The Israeli coastline has already become a theatre of geopolitical hedging. To the north, the Haifa Bayport is operated by China’s state-owned SIPG, a presence that has long drawn scrutiny from Washington. To the south, Ashdod Port remains the last fully state-owned bastion, yet its impending 2027 privatization looms as a potential vacuum.

If ZIM, the only carrier with a National Duty mandate, is absorbed into a conglomerate where Qatar and Saudi Arabia hold board-level sway, Israel risks a pincer movement of logistical dependency (a military tactic where forces simultaneously attack both flanks of an enemy formation to surround and entrap the target).

The concern is that in a regional escalation, these sovereign shareholders wouldn’t need a formal blockade to paralyze the Israeli economy. They could simply exert pressure to de-prioritize the scheduling of vessels calling at Haifa or Ashdod, citing insurance risks or technical delays.

In the world of modern commerce, a scheduled delay is as effective as a naval siege. This creates a precarious logistical triangle: Israel’s northern gateway is influenced by Beijing, its southern gateway is awaiting a highest-bidder future, and its national carrier would be tied to the capital of Doha.

Ultimately, the ZIM-Hapag merger isn’t just a corporate consolidation but the final piece of a puzzle where Israel’s ‘Blue Economy’ is no longer governed by the Ministry of Transport, but by a complex web of foreign sovereign interests. The ‘Golden Share’ held by FIMI and the State acts as a legal emergency brake, but it offers no protection against the subtle, systematic de-prioritization of an entire nation’s supply chain by its regional rivals.

Opinion | The arbitrage of national survival

In the traditional school of neoliberal economics, the ‘National Champion’ is often viewed as an inefficient relic, a sentimental anchor dragging behind the sleek hull of global capital. The textbook argument for the ZIM (NYSE:ZIM) merger is seductively simple: by offloading a mid-sized, volatile carrier into the Hapag-Lloyd ecosystem, Israel achieves an elegant arbitrage. It trades the volatility of fleet maintenance and fuel-price exposure for a $4.2 billion cash injection and a ‘New ZIM’ that ostensibly retains the flag without the overhead.

However, this is where the spreadsheet fails the state. In the unique theater of the Middle East, maritime logistics is not a commodity; it is a strategic deterrent. When a nation is a geopolitical island, its supply chain resilience cannot be priced using a standard Discounted Cash Flow (DCF) model. The true Alpha of ZIM was never its quarterly dividends, but its role as a Carrier of Last Resort for physical goods.

By partitioning the company, we are effectively attempting to decouple Economic Efficiency from National Security. The risk, as the Shipping Authority correctly notes, is the creation of a Potemkin Fleet. A ‘New ZIM’ that lacks the global slot-charter power and the Gemini network scale of its parent may find itself structurally unable to compete in peace, rendering it an expensive, hollowed-out insurance policy during war.

Furthermore, the ‘Soft Influence’ exerted by Qatari and Saudi shareholders in Hapag-Lloyd, who together influence nearly 23% of the company, introduces a new layer of Agency Risk. In a crisis, the State of Israel doesn’t just need a ship; it needs a ship that is willing to defy a boardroom in Hamburg (or observers in Doha) to dock in Haifa. If the ‘Golden Share’ is the emergency brake, we must ask if it still works when the engine itself has been relocated to a foreign conglomerate.

Ultimately, the ZIM saga forces us to confront an uncomfortable macroeconomic truth: you cannot have a truly globalized market and a truly independent survival strategy simultaneously. If Israel chooses the $4.2 billion premium, it is making a calculated bet that the era of ‘Supply Chain as a Weapon’ is over. Given the current regional temperature, that is a high-beta trade with no easy hedge.

Opinion | Democracy is in danger

Last Sunday, the Grammy Awards took place. It is a prestigious event for the music world - often dubbed the ‘Oscars of the music industry’ - awarded by a professional body of creators, producers, technicians, and industry insiders.

Over the years, the categories have expanded to include audiobook recordings. Consequently, U.S. Supreme Court Justice Ketanji Brown Jackson attended the ceremony as a nominee for an audiobook she published. However, this ceremony, too, turned into a political rally - this time against the immigration authority, ICE.

Singer Billie Eilish delivered an acceptance speech in which she inveighed against the immigration authority in language unfit for print, to the applause of the audience. Cameras also caught Justice Jackson rising to her feet and applauding along with the crowd. This is a sitting Supreme Court Justice publicly celebrating calls to dismantle a federal law enforcement agency. It is worth clarifying here: ICE enforces the very federal immigration laws that Jackson is sworn to uphold.

Ostensibly, in the U.S., Jackson has some legitimacy to take a political stand because, unlike the Israeli system, she is part of a political appointment process. However, this is only ‘ostensibly,’ because once selected, she swears to uphold and enforce the laws of the state. Thus, even there, this incident reflects a rupture between the branches of government. While tension between branches is built-in and they are meant to represent different interests, a Supreme Court Justice applauding a distinct political stance, voiced through vulgarities, is a crossing of lines - even in the U.S.

And this is not the first boundary crossed in recent years regarding the stately conduct of U.S. authorities - the Executive, the Legislative, and the Judicial. Why does this sound so familiar to us?

What is happening to the quality of leadership candidates?

It is not just in the U.S. and Israel that an unprecedented crisis threatening democracy is unfolding. This crisis manifests in a scarcity of worthy candidates for national leadership (Presidency, Prime Ministership); in a lack of trust in elections; in challenging relationships between security agencies and the governments responsible for them; and in the powers of the Judiciary.

In the U.S., they are certain this is a localized crisis regarding the implementation of the Trump administration’s immigration decisions. In Israel, a large part of the public believes ours are localized disputes surrounding legal reforms and military conscription.

In the UK, social pressures led to a government plan for ‘population diversification’ in towns outside London, designed to bring more Muslims to places where their integration is difficult due to traditional British character. As expected, these plans do not pass easily and are challenging the authorities. Japan went to elections just months after the previous ones, against the backdrop of a government plan for fiscal expansion.

However, contrary to the unique feeling in each country - as if these are very specific problems challenging their specific authorities - this is no coincidence. Governments in democratic countries are less stable, and the basic principle of the separation of powers faces sharper challenges than those we have known in recent decades.

The consensus around enforcement actions is shaking, as is the consensus regarding the Judicial branch, which effectively refuses to implement the Executive branch’s policy without adding its own moral, social, and political stance. If we add to this the scarcity of candidates for government leadership and their quality across different nations, we understand that democracy is indeed destabilizing - not just in Israel, and not just in the U.S. - but the system itself.

Human capital has defeated natural resources

The most logical hypothesis, in my view, to explain this phenomenon is that the power of money has gained momentum and is poised to defeat the power of central governance.

In a world where natural state resources were the most valuable assets and were controlled by nations, governments were the undisputed centers of power. Up until the turn of the millennium, the value of major corporations did not equal the value of oil and gas fields, for example.

But then two young Jewish men, Larry Page and Sergey Brin, founded Google. By 2004, it was already worth $24 billion. Six years later, it was worth $200 billion, and today it is worth $4 trillion. By comparison, all of Israel’s massive gas reserves are worth a few hundred billion dollars - less than 10% of Google.

Nvidia, Apple, Alphabet, Microsoft, and Amazon - the largest companies in the world - are worth approximately $18 trillion. They, and those following them, are the power centers of the new world. They are not tied to natural resources; they are a human resource.

These companies are more loosely dependent on the state than companies were in the past. They are spread across countries and can move power centers from place to place. Their shareholders and executives are located at the power centers of the new world. The finest middle-aged minds in the world, seeking centers of influence, no longer look for them in parliaments - because, to a large extent, power is no longer there.

But it is not just at that level. In the U.S., there are currently about a thousand billionaires. In the UK and Europe, there are another 250 billionaires, and dozens more live in Japan, for instance. All of these possess more power than members of parliament, who are usually influenced by them to a great degree.

Even at the lower level, citizens of democratic countries have much more power than they had in the past. Their income is largely more diversified than just from workplaces - they earn from capital markets and real investments, which became global long ago. The implication is that the ability to control them has weakened.

They can simply choose where to invest.

Snapshot | The divergence among Israel’s economic sectors and the power gap

As Bar-Tal argues that corporate power is eclipsing the state’s, the divergence between Israel’s tech sector and its real estate market this week offers local evidence.

On one side, the software economy is mobile, global, and booming. Palo Alto Networks (NASDAQ:PANW) completed its acquisition of CyberArk and landed on the Tel Aviv Stock Exchange under the ticker CYBR. With a market cap of $115 billion, Palo Alto is instantly larger than Teva, Bank Leumi, and ICL Group combined.

By listing in Tel Aviv, CEO Nikesh Arora offers investors a ‘safe harbor’ - a way to park capital in a global cyber-sovereign that operates above the fray of local geopolitics.

On the other side: The real estate economy is immobile, local, and bifurcated. While the Ministry of Finance reported that apartment purchases in 2025 dropped 11%, with December transaction volumes declining 24% year-over-year, the enterprise side of real estate is telling a different story.

While the individual buyer is stepping back, with contractor sales to families plummeting 41%, capital is rushing in to fill the vacuum. This week, developers Prashkovsky (TASE:PRSK) and Donitz Elad (TASE:DUNI) successfully raised a combined NIS 500 million via bond issuances. Prashkovsky saw massive institutional demand of NIS 810 million, more than double what they sought, closing at a remarkably low interest rate of 2.67%.

The new social contract?

As we navigate the complexities of 2026, we are observing not the death of the State, but a fundamental re-negotiation of the social contract.

While it is true that capital has become hyper-mobile, it remains a historical fact that capital is also inherently risk-averse. Multi-trillion-dollar valuations cannot exist in a vacuum; they require the foundations that only a State can provide: the rule of law, the enforcement of property rights, and the physical security of the infrastructure that houses the cloud. Even the most advanced AI agent requires a data center protected by a national military and powered by a state-regulated grid.

The contraction in the housing market and the struggles of the tethered economy represent the State’s most potent remaining lever: the monopoly on the local environment. By setting interest rates and defining regulatory boundaries, the State still dictates the economic friction that even the largest global corporations must manage to remain operational.

Ultimately, the real story of 2026 is interdependency. Cloud and concrete are becoming a single, integrated ecosystem. While tech giants provide the digital expanse we live in, the State remains the earth that sustains it. We are not moving toward a world without nations, but toward a co-Sovereignty where the State’s relevance is defined by its ability to provide stability in exchange for innovation. The true challenge for the coming year is ensuring that as the State negotiates with the new power players, it does not forget who it is supposed to be serving: the citizen on the ground.

In 1909, a financial analyst named John Moody published the first ‘Manual of Railroad Securities,’ grading the debt of expanding American rail companies using a simple letter system. He invented a language that would eventually rule the global economy. For over a century, these ratings - AAA, Baa, C - have acted as the gatekeepers of global capital. They determine not just the interest rate a government pays on its bonds, but whether the world’s largest pension funds and endowments are even allowed to invest in a country at all.

For the past 18 months, Israel has been sitting in the penalty box. The Negative outlook attached to our credit rating was effectively a ‘Do Not Enter’ sign for conservative institutional capital in Tokyo, London, and New York. Investment committees are bound by strict mandates. They cannot allocate to sovereigns that are flagged for a potential downgrade. This created a disconnect, while local Israeli traders priced in resilience.

This week, the flow was unblocked. By upgrading Israel’s outlook from ‘Negative’ to ‘Stable’ and affirming the Baa1 rating, Moody’s didn’t just change a label, they reopened the financial borders. They are acknowledging that the geopolitical risk premium has structurally declined.

The implication is immediate. As you will read below, this sovereign green light has already cascaded down to the banks and insurers, lowering the cost of capital for the entire economy.

Macro | Moody’s V-shaped bet on the Israeli economy

The ‘Negative’ tag is gone, and with it, the fear of a credit spiral. Moody’s cited the de-escalation of geopolitical risks - specifically the conclusion of direct conflict with Iran and stable ceasefires with Hamas and Hezbollah - as the catalyst for stabilizing Israel’s outlook. But the real story is in the growth forecast.

Moody’s is betting on a sharp V-shaped recovery, forecasting 5% GDP growth in 2026, leveling off to a healthy 3-3.5% annually thereafter.

While the outlook is stable, the war’s price tag is permanent. Government debt-to-GDP is stabilizing around 68%, but the agency notes debt levels will remain ~18 percentage points higher than pre-2023 forecasts in the medium term.

Accountant General Yali Rothenberg, who has spent the last two years managing debt auctions under fire, framed this as a correction of perception. He correctly noted that the markets had already priced in this stability via tightening spreads long before the analysts in London updated their spreadsheets.

Our take: This upgrade unlocks foreign institutional capital that was sidelined by mandate restrictions. Expect a compression in bond yields and a strengthening shekel. This currency strength gives the Bank of Israel a critical tool, it can now cut interest rates to stimulate that 5% growth without fearing it will trigger inflation via a weak currency.

Banking & Insurance | The liquidity fortress

Sovereign ratings act as a ceiling for corporate ratings; a bank cannot be safer than the country it lends in. Therefore, the moment Israel’s outlook stabilized, the dam broke for the financial sector. Moody’s swept through the banking system, affirming ratings and upgrading the outlook to ‘Stable’ for the ‘Big Five’: Bank Leumi (TASE:LUMI), Bank Hapoalim (TASE:POLI), Mizrahi Tefahot (TASE:MZTF), Discount Bank (TASE:DSCT), and FIBI (TASE:FIBI).

Beyond the outlook, Moody’s raised Israel’s banking Macro Profile to ‘Strong-’ from ‘Moderate+.’ This is technical jargon for a fortress.

The resilience metrics are staggering. Despite a two-year war, Non-Performing Loans (NPLs) remain microscopic (0.4% - 1.0%). Even more impressive is the Liquidity Coverage Ratio (LCR), which averages a massive 128%. This means for every dollar of potential short-term outflow, the banks hold $1.28 in cash.

The only red flag remains the sector’s heavy exposure (13%-26%) to real estate and construction, sectors sensitive to interest rates.

Our take: The banks have effectively been stress-tested by a live war and passed with flying colors. With the Macro Profile upgrade, their cost of raising debt abroad will drop significantly. This widens their Net Interest Margin (NIM) - the spread between what they pay for money and what they charge you for it. We may see record profitability continue into 2026.

The rising tide lifts the insurers, but with higher leverage. The Phoenix Holdings (TASE:PHOE) saw its financial strength rating upgraded to A3 (Stable).

Moody’s highlighted the company’s ‘dominant market position’ and strong capital buffers. However, the rating is technically capped at A2 due to the company’s high correlation with the Israeli economy.

The agency warned that a drop in the Solvency Ratio below 130% or volatility in the Nostro (proprietary trading) portfolio could trigger a reversal.

Opinion | The Ratings Rorschach Test

The Moody’s upgrade is a fact. But what it signals depends entirely on where you sit. Is this the start of a roaring recovery, or simply a recognition that the worst-case scenario didn’t happen?

Ronen Menachem, Chief Markets Economist at Mizrahi Tefahot (TASE:MZTF), advises investors to keep the champagne on ice. His thesis is that the markets are smarter than the rating agencies. “The capital markets, stocks, the shekel, and CDS spreads, had already priced in this stability long before the report,” Menachem notes.

Therefore, don’t expect a massive additional rally. While the outlook improved, the structural damage is visible. Menachem points to the ‘Debt Gap’ a massive 18% of GDP (₪360 billion) difference between where Moody’s thought our debt would be pre-war versus where it is now. With 2026 being an election year and the budget still unapproved, “fiscal uncertainty remains high.”

For outgoing Accountant General Yali Rothenberg and the Ministry of Finance, the report is a victory lap. The upgrade validates the ‘Resilience Doctrine’ that the Israeli economy can absorb massive kinetic shocks without breaking. Rothenberg emphasizes that Israel’s ability to raise capital during the war (half a trillion shekels) proved the rating agencies wrong in real-time. For the Treasury, this isn’t just a stability upgrade; it’s a green light to lower the cost of servicing that massive debt pile.

Buried in the analysis is a warning that transcends economics. Menachem highlights the ‘ESG Penalty.’ Moody’s explicitly noted that Israel’s rating could be higher if not for ‘institutional and social risks,’ a polite euphemism for the lingering judicial reform tensions and governance issues. As long as the ‘Scorecard of Nations’ views Israel’s internal governance as shaky, there is a hard glass ceiling on how high our rating can climb, regardless of how many startups we exit.

Analysis | Israeli tech faces margin squeeze from strong shekel

The dollar’s collapse to ₪3.08 transfers wealth from Israel’s exporters (tech and defense) to its consumption base - importers and households.

For companies like Elbit Systems (NASDAQ:ESLT) or Aryt (TASE:ARYT), the math is brutal. They bill clients in depreciating dollars but pay salaries and taxes in strengthening shekels. The exchange rate has slashed top-line revenue ~10% year-over-year while local costs remain sticky. We could see “efficiency” layoffs in Q2 driven by FX-induced margin compression, not demand weakness.

For households, the strong shekel deflates imports - meaning, cheaper energy, cars, and consumer goods. This gives BoI Governor Amir Yaron room to cut rates without triggering inflation.

Here lies the trap. If the Bank of Israel cuts rates aggressively to save the exporters, capital flows out, weakening the shekel (good for tech). But doing so widens the ‘yield spread’ with the US Fed (currently at 3.75%), potentially triggering a chaotic capital flight rather than a controlled depreciation. Governor Yaron is walking a tightrope. He must devalue the shekel enough to protect the Israeli economy, but not so much that he triggers a bond market rout.

Israeli 2026 budget passes 62-55, but real battle moves to committees

The Knesset approved the ₪662B state budget last week, but the Arrangements Law, containing structural reforms like the 15% bank excess profit tax, now faces committee warfare.

Finance Minister Smotrich is routing critical bills to friendly committees to bypass Economic Affairs Committee Chair MK David Bitan. Smotrich also publicly demanded Governor Yaron cut rates “by 1% or more, immediately.”

Our take - this is fiscal dominance, forcing the central bank to subordinate inflation control to government debt-service needs. The Bank of Israel’s icy response (“Not worthy of a comment,”) signals that Governor Yaron understands the game.

While the political echelon calls for easy money, the Accountant General’s data provides a sobering reality check. The Debt-to-GDP ratio climbed to 68.6% in 2025 (from 67.7%), driven by ₪207B in wartime debt. With a 3.9% deficit target for 2026, fiscal space is gone. The government can’t spook bond markets but needs spending for political survival.

Apple acquires Israeli audio-AI startup Q

While the headlines remain fixated on currency volatility and the friction of the budget debates, the underlying capital flows are telling a far more resilient story.

This week, Apple (NASDAQ:AAPL) announced the acquisition of Israeli startup Q, an audio-AI pioneer. Apple’s Senior VP Johny Srouji explicitly highlighted the team’s “exceptional” capabilities, marking a second home run for founder Aviad Maizels (who sold PrimeSense to Apple in 2013).

This corporate vote of confidence tracks with the sovereign data. According to the Accountant General, despite the geopolitical firestorm of the last year, Israel successfully raised over half a trillion shekels in debt. Crucially, this issuance was met with robust demand from global investors, not just local institutions.

Whether it is a tech giant securing talent in Herzliya or a global fund buying bonds in Jerusalem, smart money is effectively looking past the immediate deficit. They are taking a long position on Israel’s fundamental assets, technology and infrastructure. The prevailing thesis - once the geopolitical risk premium eventually evaporates, the economy’s true “terminal value” will be undeniable.

Israel’s economy grew 11.1% annualized in Q3, rebounding from Q2’s contraction.

Revenge Spending? Private consumption jumped 21.4%. Consumers pivoted from hoarding cash to releasing pent-up demand.

Capex as a leading indicator. Fixed asset investment surged 34.5%. Businesses are importing machinery and restarting construction.

Private vs. public - Business GDP (+13.2%) outpaced public consumption (+4.5%), indicating a private-sector-led recovery.

Our take - when businesses increase capex by ~35% during a war, they’re engaging in massive country-risk arbitrage, betting that security is temporary, but demand for Israeli innovation is permanent.

In an exclusive interview, US Ambassador Mike Huckabee told TV10’s Roy Katz that “economic activity is at the heart” of the normalization process, explicitly linking the Abraham Accords to economic incentives. On the war, Israel’s ability to grow GDP while fighting on multiple fronts is a “miracle.” He also defended Trump’s tariff threats as a negotiation tactic to enforce ‘fair trade,’ suggesting that a finalized trade deal could see tariffs vanish entirely.

Policy

Bank of Israel Governor Amir Yaron, speaking with TV10’s Eran Bar Tal in Davos, noted a “distinct improvement” in global sentiment toward Israel. But he issued a warning: “A continuing budget will make it very difficult to realize economic activity. It is crucial that the budget passes.”

Tech

The government is stepping in to solve the compute bottleneck. The Israel Innovation Authority launched a national supercomputer (built by Nebius, (NASDAQ:NBIS) to prevent AI startups from migrating to the US for compute power. 1,000 Nvidia B200 GPUs at subsidized rates, 70% to industry, 30% to academia. Access to H100s/B200s is the biggest barrier to entry for AI foundation models.

Claroty announced a $150M Series F led by Golub Growth, with their valuation up 80% since March 2024. Having signed 24 new Fortune 500 clients this year, they’re proving industrial giants will pay a premium to secure operational technology against kinetic cyber threats.

Mobileye (NASDAQ:MBLY) reported mixed results yesterday. While annual revenue for 2025 grew 15% to $1.9 billion, Q4 revenue dropped 9% to $446 million.. Despite generating a healthy $602 million in operating cash flow for the year, the guidance for 2026 suggests stagnation, with revenue projected between $1.9B - $1.98B (flat to 5% growth).

Defense

Elbit Systems (TASE:ESLT) is doubling down on Europe. The defense giant announced today it has completed the full acquisition of UK-based UAV Tactical Systems (U-TACS), purchasing the remaining shares to turn the former joint venture into a wholly-owned subsidiary. The move cements the UK as its primary manufacturing hub for NATO drone exports. Elbit’s stock has surged ~22% since January, smashing through a ₪100B market cap.

Next Vision (TASE:NXSN) booked another $20 million order today. This brings the company’s year-to-date deal total to a $107 million in just three weeks, underpinning its $275 million revenue target for 2026.

Aryt Industries (TASE:ARYT) is also joining the European rearmament wave. Its subsidiary, Reshef Technologies, signed a strategic 5-year agreement with a Western European defense contractor to manufacture and market fuzes for NATO forces. This marks Aryt’s first significant foothold in the European market, further validating the trend of Israeli defense tech becoming embedded in NATO's supply chain.

This week, the battle between the Israeli Finance Ministry and the banking sector turned hot. As we reported last week, Finance Minister Bezalel Smotrich launched a direct assault, advancing a 15% tax on excess profits and threatening to double it to 30% if banks dare to roll costs onto consumers.

But while the Treasury was digging trenches in Jerusalem, Bank Leumi executed a brilliant flanking maneuver in Frankfurt. By issuing €750M in covered bonds to European institutions, Leumi effectively bypassed the Israeli government. They secured capital at a spread of just 68 basis points, a rate that suggests European pension funds view Leumi’s mortgage book as safer than the Israeli government’s own balance sheet.

The message from the private sector seems to be, if the regulator tries to squeeze liquidity at home, we will source it from abroad. The government may have the power to tax, but the banks have the power to engineer their way out of country risk.

Banking & Macro | Leumi’s blueprint

The most interesting financial event of the week may have been Bank Leumi’s (TASE:LUMI) raise (€750M) - because of the structure utilized to achieve it.

Leumi issued Israel’s inaugural Covered Bond. Unlike senior unsecured debt, which relies on the bank’s general creditworthiness, this instrument provides investors with dual recourse - a claim on the issuer and a preferential claim on a dynamic cover pool of high-quality mortgage assets.

This structure allowed Leumi to secure an Aa3/AA- rating from international agencies Moody’s and Fitch, effectively bypassing the Sovereign Ceiling penalty currently applied to Israel’s sovereign debt (Baa1/A).

The bonds priced at Mid-Swaps + 68bps. For context, this is a spread comparable to top-tier European banks, signaling those global institutional investors (German pension funds, French insurers) view Israeli private collateral as a ‘Safe Haven,’ irrespective of the geopolitical risk.

With this move, Leumi CEO Hanan Friedman has established a blueprint for the entire Israeli banking sector to access cheaper, diversified Euro-denominated liquidity. This liquidity can now be deployed to support Israeli corporates expanding into the Eurozone, creating a positive feedback loop for the real economy.

Infrastructure | Port of failure

Cast your eyes to the southern port of Israel to understand why Leumi’s flanking maneuver may be part of a broader trend of decoupling - now an existential necessity for Israeli business.

While Leumi was busy engineering its own supply lines in Europe, the Port of Eilat is still reeling from its mistake of relying on the state for survival. Strangled by the Houthi blockade for months, the port is a strategic national asset that has effectively gone bankrupt waiting for backup to show up.

This week, even MK Moshe Gafni lost patience: “We sat here, we agreed on an immediate outline to assist the port, and nothing happened.” The Port relied on the government to clear the shipping lane (a military failure) and then relied on the Treasury to bridge the gap (a fiscal failure). The result is paralysis and mass layoffs.

These moves show that entities that wait for the state, like the Port of Eilat, may suffocate.

Government sinks black market banks

In a coordinated dawn raid on Wednesday, the Tax Authority, Police, and Capital Market Authority stung dozens of unlicensed financial service providers across the country. The operation targeted black market financiers whose license applications were previously rejected by the regulator but who continued to operate underground. Investigators seized luxury vehicles, jewelry, and millions in unreported cash and checks.

Our take: Smotrich wants 15% from Leumi’s legitimate profits to fund the war. Simultaneously, the Tax Authority is cracking down on the ‘Black Economy’ to stop leakage. Is the state desperate for liquidity? It seems to be tightening the noose on all money movement, whether it flows through a swift transfer in Frankfurt or a suitcase of cash in a luxury car in central Israel.

Real estate deployments

While the macro headlines focus on war, the credit committees at Israel’s largest banks are positioning for the recovery cycle. Mizrahi-Tefahot (TASE:MZTF) and FIBI Bank (TASE:FINI) executed the largest post-war credit facility, a ₪2.5B financing package for Avisror’s “Ashira” project in Sde Dov.

Approving a facility of this size implies a bullish view on:

Terminal value, confidence in luxury real estate valuations for the 2030 delivery horizon. And - willingness to absorb construction and execution risk in a high-rate environment.

This liquidity injection is already catalyzing broader activity. Av-Gad (TASE:AVGD) secured planning approval for a ₪388M urban renewal tower in Jerusalem. Mutag Ironi initiated a ₪74M project in Givatayim. Abou Residential (TASE:ABOU-M) successfully raised ₪115M this week from institutional investors to expand its rental housing portfolio. We may be witnessing the beginning of a new credit expansion cycle in residential real estate.

However, new figures released today by the Central Bureau of Statistics (CBS) paint a complex picture. Apartment sales fell 12% between September and November 2025 compared to the previous quarter, with only 19,930 units sold. A record 83,630 new apartments remain unsold, with Tel Aviv holding nearly a third of that inventory.

Our take: When banks clear ₪2.5B for luxury apartments to be delivered in 2030, they are looking past the current sales dip and the supply glut. They are making a cold, calculated bet that the war will end, the economy will rebound, and the demand for Israeli real estate is inelastic.

Tech & cyber

While the government argues about the budget, the tech world is busy reloading. Two major raises this week signal that there is no capital crunch for defensive tech.

Novee raised $51.5M (Series A). Founded by Unit 8200 and PMO alumni, Novee uses ‘Offensive AI’ to continuously attack its own clients (AI Agents) to find vulnerabilities before the enemy does. They raised this round just 4 months after founding.

IO River raised $20M. A platform that aggregates multiple CDNs (Content Delivery Networks) into one, aiming to solve the fragmentation of the global web.

Appointments | The economic watchdog & the IDF's CFO

Dr. Roni Ben-Porat has been appointed as the new Chief Economist of the Competition Authority. Dr. Ben-Porat is a veteran of the Authority since 2015 and has a PhD from Hebrew University - she previously led enforcement teams and served as an expert witness in abuse-of-dominance cases against major monopolies like Bezeq (TASE:BEZQ) and the Israel Electric Corporation.

Brig. Gen. Nir Weingold has been appointed as Head of the Ministry of Defense Budget Department. Brig. Gen. Weingold also assumes the role of Financial Advisor to the Chief of Staff, succeeding Brig. Gen. Gil Pinchas. He enters the position as the defense establishment secures a historic ₪350B budget supplement for the coming decade to address multi-front security challenges.

Israel rate cut validates two-year hawkish stance

The Bank of Israel lowered the key rate to 4% Tuesday, the second consecutive 25-basis-point cut, while sharply raising its 2026 growth forecast to 5.2%.

The move validates Governor Amir Yaron’s decision to maintain elevated rates throughout two years of war despite calls for monetary easing. Inflation now sits at 2.4%, within the central bank’s 1-3% target range, while the shekel has appreciated 3.1% against the dollar over the past month - unusual for a rate-cutting cycle.

The BoI’s Research Division’s upward GDP revision from 2.8% to 5.2% signals confidence in a V-shaped recovery. Sovereign risk spreads have compressed to pre-war levels, reflecting renewed investor confidence in Israeli assets.

The central bank’s Monetary Committee cited three factors supporting the cut: inflation control, currency strength, and cooling real estate prices. The shift marks an end to emergency monetary policy and the start of an expansion-focused cycle.

Next Vision leads 2025 market rally

Driven by global geopolitical tensions and regional conflict, 2025 marked a record-breaking year for Israeli defense stocks. While established giants like Elbit Systems saw significant gains of 93%, the sector’s standout performer was Next Vision (TASE:NXSN), a developer of stabilized cameras for drones, which saw its stock surge by over 250%.

By early January 2026, Next Vision’s market cap reached approximately 21.8 billion NIS - a staggering rise from its 2021 IPO valuation of just 407 million NIS. The company reported preliminary 2025 revenues of $168 million, a 46% year-over-year increase that beat initial targets. Uniquely, the firm maintains an exceptionally lean operation, boasting net profit margins of roughly 60%.

Looking ahead, the industry is transitioning from immediate wartime demand to sustained long-term growth. Next Vision has set an aggressive revenue target of $275 million for 2026, representing a projected 64% growth. This optimism is anchored by a historic $76.8 million deal signed in December 2025 - the largest in the company’s history - which significantly bolstered its order backlog.

Despite the potential de-escalation of local conflicts, analysts note that global rearmament trends and the dominance of drone warfare ensure that Israeli defense technology remains a critical export.

Capital markets react to rate cut - sector rotation, yield compression

The market’s reaction to the rate cut reflects a classic “risk-on” rotation, supported by specific local tailwinds.

Real estate deleveraging:
The real estate sector, highly sensitive to the cost of debt, is the immediate beneficiary. While asset prices continue a healthy correction, the reduction in financing costs provides critical relief to leveraged developers. We could see an uptick in transaction volume as mortgage rates adjust downward. The TA-RealEstate Index (TASE:TEREAL) is up the week 8.03%.

Banking sector clarity:
Governor Yaron voiced opposition to sector-specific windfall taxes on banks. This regulatory relief is being matched by capital market confidence. Bank Hapoalim (TASE: POLI) completed a $2 billion international debt issuance Thursday, attracting $7 billion in demand from US and European institutions. Pricing at just ~35 basis points over the new sovereign curve, the deal confirms robust global appetite for Israeli credit. Despite these tailwinds, the TA-Bank index (TASE:TABANK) rose only 1.44% this week, lagging behind the broader market.

The currency anomaly:
Typically, rate cuts exert downward pressure on a currency. However, the Shekel’s appreciation suggests that foreign inflows are outweighing the yield differential. Investors are buying Israeli growth, not just Israeli yield.

Governor Yaron signals central bank independence is non-negotiable

In an exclusive interview with TV10’s Nikolay Taleisnik this week, Bank of Israel Governor Prof. Amir Yaron sent a clear message to global investors: the central bank’s independence from political pressure remains non-negotiable.

On fiscal discipline:
Yaron emphasized the Bank’s decisions are purely data-dependent, brushing off political pressure regarding the budget. For sovereign credit ratings, this independence matters more than any specific policy choice.

On gold reserves:
When pressed on the Bank’s lack of gold holdings, Yaron defended the current diversified portfolio’s performance but left the door open for future changes. For institutional investors, however, the Governor’s ability to say “no” to the government is more valuable than physical gold. It ensures the shekel remains a hard currency managed by technocrats, not politicians.

Private cybersecurity decacorn Cyera soars to $9 billion on Blackstone-led Series F

Cyera raised $400M at a $9B valuation, tripling in 12 months. Blackstone led the round with Sequoia, Accel, Lightspeed, Cyberstarts, and Greenoaks participating. The company has raised $1.7B so far.

The valuation reflects a critical problem: companies deploying autonomous AI agents need to give them access to sensitive data without exposing intellectual property. Cyera’s platform maps where sensitive data lives and blocks unauthorized access in real-time. The company now secures 20% of the Fortune 500.

Revenue multiplied 3.4x year-over-year. Headcount hit 1,100 across 15 countries. CEO Yotam Segev, who founded the company in 2021 with Tamar Bar-Ilan, said, “AI security is a fundamental condition for how organizations operate.”

Blackstone doesn’t typically lead venture rounds -its participation signals Cyera has graduated to essential infrastructure.
